Tsunami Forces Debate over Vertical Evacuation Tsunami Forces Debate over Vertical Evacuation Experts agree that Japan was as well or better prepared than any nation in the world for the catastrophic impact of the March 11 earthquake and tsunami. With scientific and engineering initiatives dating back to the 1800s, Japan today has highly evolved prediction and early warning technologies, building codes, and public education programs designed to save lives and minimize damage from seismic events. In the early aftermath of the Tohoku quake, seismic experts will be closely watching how one of the latest emerging preparedness technologiespurpose-built tsunami evacuation buildings (TEBs)performed in this crisis. Its too early to tell if vertical evacuation on a large scale would be effective in a massive earthquake such as the one in Japan, said Harry Yeh, a professor of coastal engineering at Oregon State University and an internationally recognized expert on tsunami propagation. I did see many people evacuated to the tops of buildings. Japanese television repeatedly mentioned the idea and led people to evacuate to strong concrete buildings on the third floor or higher. Meanwhile, an ocean away, the effectiveness of TEBs is the $4 million question. In the small Oregon coastal community of Cannon Beach, where according to revised estimates published by the U.S. Geological Survey, there is a 1 in 3 chance of an identical quake happening in the next 50 years, residents are contemplating a major capital investment in what would be the nations first structure specifically designed to withstand tsunamis and save lives. Simply put, before voting on a bond measure to fund the project, they want to know if the idea of tsunami shelters is sound. Housing city offices in a TEB would also help preserve continuity of government functions in disaster aid and reconstruction, advocates say. Less positive is the price tag, at least $4 million, whichwould be double the cost of a conventional building. The Japanese Approach Japanese coastal communities were quick to embrace the concept of vertical evacuation following the 2004 Sumatra tsunami. Officials saw convincing evidence that seeking shelter in multistory reinforced concrete buildings saved lives. Japans network of tsunami shelters includes structures built specifically for that job, along with renovated schools and other public buildings to provide temporary shelter for large numbers of evacuees. The structures can take many forms, from simple steel platforms to elaborately appointed structures that serve year-round public purposes when not in use as shelters. To understand the engineering aspects of TEB construction, its useful to review a few examples of TEBs in Japan: Tasukaru Tower Tasukaru (Life-Saving) Tower: Mie Prefecture: a basic steel platform providing temporary refuge at 5.8 m above ground level for about 50 people. Nishiki Tower: an impressive five-story, 22-m-tall reinforced concrete structure resembling a lighthouse. Founded on a 4-m-deep layer of sand and gravel, the tower is supported on concrete piles extending 6 m below grade. It was designed to withstand the impact of a 10-ton ship at a velocity of 10 m/sec. For day-to-day use, it features public restrooms, a meeting room, firefighting equipment storage space, and 73 square metersof refuge space for evacuees. Shirahama Beach Resort Shelter: an eye-pleasing reinforced concrete platform structure, this shelter can accommodate 700 evacuees at 11.5 m above ground. To mitigate the risk of soil liquefaction, pipe piles were driven 20 m deep into bedrock. An artificial high ground (berm) constructed in Aonae, Okushiri-Island, which was struck by a 1993 tsunami. Yeh said the wide array of different TEB designs, combined with the lack of uniform design standards in Japan, makes it difficult to generalize about their effectivenessclouding the funding issue for skeptical residents of Cannon Beach. Thats one reason why Yeh and other Oregon State engineers are lending their expertise to the citys shelter initiative. They joined an ad-hoc design team made up of engineers, architects, and scientists working pro bono to draw up conceptual building plans and to help answer questions in the community. Up with People Guiding their work are recommendations from the U.S. Federal Emergency Management Agency (FEMA) on tsunami-resistant structures. FEMA P646 guidelines state that TEBs should have the following design features: strong systems with reserve capacity to resist extreme forces open systems that allow water to flow through with minimal resistance ductile systems that resist extreme forces without failure redundant systems that can experience partial failure without progressive collapse. The conceptual plans call for a 10,000 sq-ft structure on post-tensioned concrete column beams supported on concrete piles and grade beams. The building could protect 1,000 to 1,500 people from waves up to 15 ft highwhich would be adequate against an estimated 90% of all possible tsunamis. A rooftop terrace would provide a higher-elevation refuge from a worst-case scenario of 30- to 35-ft waves. A building like this will cost more, but we know it will work, Yeh said. These are value judgments that have to be made about how to build structures and why we are doing it. Hereâs why: TED presentations are viewed more than two million times per day while smaller, independently organized TEDx events are held in 145 countries. That means itâs likely your audience - employees, customers, and prospects - have been exposed to the TED style. As a leader, you may have a great ideas. But in the information age, if you cannot communicate your idea persuasively in a succinct, compelling pitch or presentation, it doesnt matter. Based on my analysis of 500 TED presentations, here are five techniques to improve your business presentation skills and to talk like a leader people want to follow. 1) Tell personal stories. Telling personal stories is the single best way to make an emotional connection with your listener. After categorizing 150 hours of TED talks, I found that stories make up 65 percent to 72 percent of the content. Researchers at Princeton University are finding that when someone tells a story, the same regions of the listeners brain and the speakers brain light up. That means the two people are literally in sync. TED in Action: Facebook COO Sheryl Sandberg started a movement called âLean in.â It all began with an 18-minute TED talk. Sandberg acknowledged that her original presentation was âchock full of data and no personal stories.â A friend suggested that she downplay the data and tell personal stories of her own struggle balancing work and family. She did and it made all the difference. 2) Stick to the rule of three. Simply put, we can only remember about three to five key messages in short term memory. Theres a reason why the Declaration of Independence guarantees the right to life, liberty, and the pursuit of happiness. The rule of three is well established among authors in the academic research on persuasion. Not surprisingly, the rule of three is pervasive across the most famous TED talks. TED in Action: Civil rights attorney Bryan Stevenson received the longest standing ovation in TED history after telling three stories from his life. Dr. Jill Bolte-Taylor delivered one of the most popular TED talks of all time. Her âStroke of Insightâ has been viewed more than 15 million times. She divided the 18-minute presentation into three easy-to-follow sections. The next time you deliver a presentation try to deliver no more than three to five main points. It will increase the likelihood that your audience will embrace your idea. 3) Obey the 18-minute guideline. No speaker on the TED stage is allowed to talk for more than 18 minutes. It doesnât matter if your name is Bill Gates or Sheryl Sandberg. Eighteen minutes is all you get. TED organizers have found that 18 minutes is the ideal amount of time to have a serious discussion without putting your audience to sleep. Researchers have discovered that when a leader speaks for too long it results in âcognitive backlog.â Simply put, when you talk for too long you give your audience far too much information to remember and theyâll forget everything. TED in Action: I recently learned that one global technology giant is putting strict limits on internal presentations - no more than 18 minutes. They find that employees are far more engaged in the presentation and evaluate the leaderâs communication skills much more highly. 4) Use humor without telling a joke. Most leaders are not comedians. Theres a real art to telling a joke. Dont feel as though you need to make one. That said, humor is very important to tear down walls and to connect us to one another. TED in Action: Sir Ken Robinson is an educator and gave the most famous TED talk in history. Its been viewed more than 20 million times. He was very funny and never told a joke. He used anecdotal humor - personal observations to elicit a smile and not a belly laugh.
